Briefing for MSPs on COVID-19 vaccine certification scheme ("vaccine passports")

The Commission has prepared a briefing for MSPs on the COVID-19 vaccine certification scheme ("vaccine passports"), ahead of a debate to be held in the Scottish Parliament on Thursday 9 September. 

The Commission understands MSPs will debate a Scottish Government proposal to introduce such a scheme for entry to specified venues and large events, including nightclubs, music festivals and some football grounds. In this briefing, the Commission highlights some of the key human rights considerations, which we hope will be of assistance in the debate.

The Commission has highlighted eight recommendations in this briefing to ensure that any use of vaccine certification is compliant with human rights principles and is necessary and proportionate.
