Commission gives evidence on UK Bill of Rights

The Chair of the Commission, Professor Alan Miller, has given evidence to the Scottish Parliament Justice Committee as MSPs examine plans by the UK coalition government around the future of the Human Rights Act.

Professor Miller told the Committee that should a UK Bill of Rights be introduced and the Human Rights Act be repealed the Scotland Act may have to be changed, potentially leading to a two-tier system across the UK, and commented on the makeup of the Commission on a Bill of Rights which is charged with consulting on the future of the Human Rights Act.

Also giving evidence to the Justice Committee were Lord McCluskey, Patrick Layden QC, Professor Chris Himsworth, and Amnesty Scotland.
